		<description>The Texas Governor&#039;s Report on Energy ranks energy-use reduction as the most cost effective approach to meet energy needs of the populace. Nuclear runs a distant second. Coal is one of the most the most expensive. T. Boone Pickens stacked his chips on wind turbines in West Texas.

It is no surprise that energy-use reduction is not mentioned in the Department of Energy Silo. Retrofitting homes for efficiency, sustainable building,and similar approaches fall under HUD and to some extent, Labor, rather than Energy.

We hope Mr. Obama&#039;s regime will integrate fractionally segregated systems. The &quot;Green Collar Jobs&quot; concept is a step in the right direction, one that offers a shot in the arm for the economy.</description>
