		<description>I would be interested to learn what coal facilities are being built to back up wind.  Do these facilities run at an astronomical spinning reserve margin, or have some other means of ramping inversely to the changes of wind generation?  What are these coal plants&#039; marginal heat rates compared to running steady state?  Does China have other means of fast ramping to absorb wind fluctuation?</description>
