The Korean War was the first major post-World War II conflict in which the United States was involved. A key proxy war of the Cold War, the political and economic rivalry between the United States and the Soviet Union that defined the second half of the twentieth century, the Korean War ended in an armistice on July 27, 1953, that still remains in place today. After the Japanese formally surrendered on September 2, 1945, officially ending World War II and the Japanese occupation, the Korean peninsula was divided at the 38th parallel into two spheres of influence: the North under the Soviet Union, and the South under the United States. As each side began rebuilding, tensions were present from the very beginning and culminated in the Northern Communist invasion of the South on June 25, 1950.
Sometimes referred to as the “forgotten war,” due to it falling in between two of America’s other major conflicts of the twentieth century, World War II and the Vietnam War, the Korean War remains an important example of fuel supply chain efficiency and demonstrated the critical nature of oil and gas in fueling America’s wartime efforts; this is especially evident in the need to fuel newly fielded weaponry such as fighter jets, the first generation of helicopters, and heavier tanks which required a greater amount of fuel compared to those used during World War II.
Initial Defense and Institutional Planning
The Korean People’s Army (KPA) of North Korea had initial success in its surprise invasion across the 38th parallel, taking South Korea’s capital, Seoul, and pushing Republic of Korea (ROK) forces far south. Although the KPA pushed ROK forces South to Pusan, its advance was halted by American-led UN forces at what became known as the Pusan Perimeter. Without the fierce American-led defense of the 140-mile-long line, it is quite likely that the KPA would have overrun the remaining ROK forces, reshaping the region’s geopolitical future.
The quick reaction of the United States-led UN forces was no accident, especially their ability to supply ample fuel. The lessons of preparedness from World War II, including an acceptance that the alliance with the Soviet Union during the war was temporary, led to the post-war understanding of the importance of critical fuel resources in modern conflicts; although there was never a direct confrontation between the United States and the Soviet Union, America remained prepared throughout the twentieth century for what was assumed to be an inevitable clash between the Communist East, including Maosit China, who supported the North Korean forces, and the Democratic West.
The belief that major conflict with the Soviet Union after World War II was inevitable led to the establishment and passage of several new institutions and legislative acts to ensure preparedness in the energy supply chain. One such institution was the Oil and Gas Division under the Department of the Interior, which, along with the National Petroleum Council (NPC), was a legacy continuation of its World War II-era counterpart, the Petroleum Administration for War (PAW), which had been tasked with managing the oil supply chain, including fuel rationing and increasing refining capacity, during the war. Established in 1946, the Oil and Gas Division was tasked with coordinating not only petroleum-related national security policies but also federal conservation policies for the petroleum industry.
At the outset of the Korean War, seeing the further need for a greater ability to mobilize resources for military engagements, the Defense Production Act of 1950 (DPA) was signed into law, providing the President with the authority to mobilize industries and resources in the private sector to prioritize the needs of national defense in times of conflict and defined national emergencies. Although the Act was established with the best intentions, its track record has not been great, as it encourages excessive spending, limits the export of goods, includes unrelated policies, and lacks oversight and accountability.
It was under the DPA that the Petroleum Administration for Defense (PAD) was established on October 3, 1950, to develop and administer policies ensuring that the petroleum needs of the military were balanced with those of the federal government, industry, and civilian infrastructure. Rather than creating new regional divisions, the PAD reused the five Petroleum Administration for War (PAW) districts that had been established during World War II to manage petroleum allocation. Although the PAD was dissolved in 1954, these district boundaries were retained by the federal government under the Petroleum Administration for Defense Districts (PADD) and continue to serve as the geographic framework for tracking regional petroleum supply and distribution, including by the Energy Information Administration (EIA).
The lessons from World War II ensured that the United States could more readily meet the intense fuel demands of modern warfare. The Korean War was the first major American conflict that tested the newly established entities that would go on to support future conflicts, and in some cases, such as PAD to PADD, would evolve into institutions with a dual purpose of national security and civilian application.
American Fuel During the War
Although the American military did not use more fuel during the Korean War than during WWII, when accounting for civilian and industrial use, American total oil consumption during the Korean War surpassed that of WWII. This new influx in demand was caused by the replacement of coal by petroleum as the primary fuel source in the United States in 1950. Greater expansion of vehicle ownership, an increase from 26 million in 1945 to 40 million in 1950, diesel-powered trains, scaled-down fuel rationing, and expanded infrastructure increased petroleum’s role in fueling the daily lives of American citizens and the industries that kept America growing.
This heightened domestic demand for fuel did not on its own put pressure on the war effort, but advancements in military technology and the need to transport fuel overland within the United States to West Coast ports for export to the Korean frontlines did present a logistical challenge. Military advancements such as the M46 Patton tank consumed far more fuel than its WWII predecessor, the M4 Sherman, due to the heavy armor needed to withstand combat with Soviet tanks, and increased aircraft production of fighter jets, which consumed large amounts of fuel, put pressure on America’s refinery manufacturing and refining capacity.
The combined total military and civilian demand for oil during the Korean War averaged 7.7 million barrels per day, roughly a third higher than WWII. To meet this demand, states increased production and refining capacity where possible, with significant increases in California and Texas. When the Korean War began, Texas was able to seamlessly meet heightened demand due to the industry boom that had taken place in the years following the end of WWII; between 1950 and 1970, Texas alone supplied 35% to 45% of America’s total oil demand. Texas was not alone in mass production, as California provided not only ports for resource transportation but was also responsible for significant portions of American oil production, peaking in 1953 at 365 million barrels, equivalent to 15.5% of the nation’s and 7.6% of global production. Once processed, American petroleum was transported across the Pacific to both Korea, either the Port facilities of Pusan, or to Japan, which had become the logistical hub, especially for resource storage, of American and UN operations in the Korean War.
Conclusion
As the first major American conflict of the post-WWII era, the Korean War, although not in as much of the spotlight as WWII or the Vietnam War, once again demonstrated the importance of petroleum and fuel supply in modern warfare. Supporting the military effort required significant logistical effort to supply not only the front lines but also to meet the growing civilian and industrial demand for petroleum products; the Military Sea Transportation Service (MSTS) alone transported 21,354,978 long tons of petroleum to American-led forces in Korea during the war. Domestic fuel production and international supply chains were essential to the American-led war effort, and without the mass production capacity of places like Texas and California, and the infrastructure such as naval vessels, frontline trucks, and temporary pipelines on the Korean peninsula to transport them, the outcome of the Korean War could have undoubtedly been different.
